Dear Louise Arbour,

I am writing to you in the hope that you will assist the Tibetans in their search for the 11th Panchen Lama, Gendhun Choekyi Nyima.  I am gravely concerned about his health and safety.  I believe he is a victim of the People's Republic of China's blatant use of force to stifle Tibetan's religious freedom and to serve its own political ends.

I respectfully request the United Nations to support this petition and put pressure on the government of the People's Republic of China to release the Panchen Lama without conditions.

I endorse the following demands:

1. Immediate and unconditional release of the Panchen Lama and his parents.
2. Provide the Panchen Lama with real freedom to pursue his studies and undertake his role as the second highest religious leader of Tibet.
3. Allow the Panchen Lama to meet His Holiness the Dalai Lama and thereby ensure the continuation of this age-old "teacher-pupil" tradition.
4. Allow independent observers access to the Panchen Lama to confirm his well-being.
5. Ensure religious freedom and respect for fundamental rights of the Tibetans as enshrined in the Universal Declaration of Human Rights.
